Project Mahadeva: Indian football has long suffered from a familiar problem: talent exists, but systems do not. For decades, young players- especially those from rural and economically modest backgrounds- have fallen through the cracks due to poor scouting, age fraud, lack of long-term training, and the constant fear that sport comes at the cost of education. In an attempt to address these structural failures, the Government of Maharashtra has launched Project Mahadeva, one of the most ambitious grassroots football initiatives in the country’s history.
What Is Project Mahadeva?
Unveiled at Mumbai’s Wankhede Stadium during Lionel Messi’s G.O.A.T. Tour, Project Mahadeva is not a symbolic gesture or a short-term camp. It is a five-year, state-backed football development programme designed to identify elite under-13 boys and girls and prepare them systematically for national and international football pathways.
A State-Led Vision with Long-Term Commitment
Project Mahadeva carries rare political weight. Led directly by Chief Minister Devendra Fadnavis, the programme is embedded within Maharashtra’s broader sports strategy, including Mission Olympic 2026. This high-level backing gives the project something most youth sports initiatives lack: administrative continuity, financial stability, and long-term planning.
Unlike fragmented grassroots efforts that depend on yearly approvals or private sponsorship cycles, Mahadeva is structured to survive leadership changes and operate on a full athlete-development timeline- an essential requirement for elite football training.
A Robust Public–Private–Federation Model
The project is implemented through a carefully coordinated multi-agency framework:
- Western India Football Association (WIFA): technical expertise, scouting, and player assessment
- CIDCO: professional-grade training infrastructure, particularly in Kharghar
- MITRA and VSTF: academic and administrative support
- Department of Sports, Maharashtra: coordination and policy oversight
By leveraging existing institutions instead of duplicating infrastructure, Project Mahadeva achieves scale without sacrificing quality- an important lesson for other states attempting similar programmes.
A Three-Tier Talent Funnel That Reaches the Grassroots
At the heart of Project Mahadeva is a three-stage selection system:
- District-level trials
- Regional rounds
- Final state selection camp
This structure ensures accessibility for children from remote, rural, and tribal areas, significantly lowering the financial and logistical barriers that often prevent talented players from being noticed. Rather than forcing young aspirants to travel long distances, the programme takes the scouting process to them.
From thousands of participants across the state, 60 players- 30 boys and 30 girls-are selected for long-term scholarships.
Zero Tolerance for Age Fraud
One of Mahadeva’s most important reforms is its strict stance on age verification, a chronic problem in Indian sport. Eligibility requires:
- Original Aadhaar card
- Original birth certificate
- Birth registration completed within one year of birth
Late registrations are rejected outright. All selected players must fall within the U-13 bracket (born between 2012 and 2013). This transparency not only ensures fairness but also enhances the credibility of Maharashtra’s youth football pipeline at national and international levels.
The Five-Year Scholarship: Football Without Fear
Each of the 60 selected players receives a fully funded, five-year integrated scholarship, covering:
- Professional football training
- Formal academic education
- Nutrition, fitness, and sports science support
- Mental conditioning and holistic development
This dual-career model addresses the biggest concern for Indian families- that pursuing sport may jeopardize education. By guaranteeing academics alongside elite training, Project Mahadeva allows children to commit fully to football without sacrificing their future.
Training is conducted at Cooperage Stadium (girls) and CIDCO Kharghar (boys), under curricula aligned with AIFF standards and potentially international best practices.

The project’s launch gained global attention due to the presence of Lionel Messi, with selected players participating in an exclusive football clinic during his Mumbai visit. While the Messi connection offers inspiration, visibility, and credibility, it is ultimately symbolic.
The true success of Project Mahadeva will depend on what follows:

- exposure to overseas youth tournaments
- long-term academy and exchange programmes
For now, Maharashtra has taken a decisive first step- one that shifts the conversation from short-term camps to long-term athlete development. In Indian football, that alone is a significant victory.
