IPL 2023: How do slow over-rate penalties work

Slow over-rate as a term is very simple in its meaning. As the name suggests it means the rate of bowling overs has been slow for the bowling team. There is a stipulated time in which a team is supposed to bowl their 20 overs.

Slow over-rate rule

The slow over-rate rule says that the bowling team is supposed to complete their full quota of 20 overs in 90 minutes or an hour and a half. The bowling team and their captain can face fines if the team fails to do so. These 90 minutes include the two strategic timeouts of two and a half minutes. Injuries to players, time taken by players for DRS reviews and Umpire reviews are not included in this stipulated 90 minutes. The penalty increases with more offences.

1st offence

When a slow over-rate penalty is levied for the first time then the captain of the bowling team is fined INR 12 lakhs. In this case, no other player in the team is fined.

2nd offence 

In a case when the same team is found to be guilty of slow overrate for the second time then the captain of the bowling team is fined 24 lakhs. In this case, the rest of the players including the impact substitute are also fined either 25% of their match fee or INR 6 lakhs whichever is lower. Royal Challengers Bangalore skipper, Virat Kohli was fined 24 lakhs as it was RCB’s second offence in the tournament. Their first offence came against Lucknow Super Giants under Faf du Plessis’s captaincy.

3rd offence

In such a case when the team maintains a slow over-rate for the third time then the captain of the team is fined INR 30 lakh and along with the fine is also handed a one-match ban. Along with the fine and ban for the captain, the rest of the team is also handed a fine of either INR 12 lakhs or 50% of their match whichever is lesser.

What happens if there are more offences of slow over-rate

If there are any more subsequent slow over-rate cases then the punishment remains the same as in the third instance of offence.

Captains to be fined this season

Faf du Plessis (RCB) 1st offence, Virat Kohli (RCB) 2nd offence, Suryakumar Yadav (MI), Nitish Rana (KKR), Sanju Samson (RR), Hardik Pandya (GT), KL Rahul (LSG) and David Warner (SRH).
